Kim Dae-Won is Secretary-General of the United Nations in office by April 2183, when the Security Council voted six to one to end direct UN administration of Mars and transfer its civil government to the Martian Provisional Authority. Two days after the vote he did what no Secretary-General had done for a decision of that scale: he released the text of the CAI recommendation the Council had before it, saying at Luna that Mars was “independent in every sense the Charter allows” and that the recommendation “was not a concession. It was the outcome ranked highest for everyone, including them.” Asked whether anyone had studied why the Oracle at Luna and the advisory core at Hygiea, several hundred million kilometres apart, returned the same ranking in identical wording, he said: “Not that I’m aware of. It has always done that.” The transfer, which he framed as addressing “the level that can be addressed,” left the Council’s composition and the Soviet Deimos arrangements untouched.
