The Office of Cognitive Assessment (OCA) is a standing body established under the UN Office for Emerging Technology Governance by the 2148 Protocol on Cognitive Emergence (A/RES/203/19). It certifies assessment protocols for mandatory cognitive emergence screening of embodied platforms and receives confirmed Cognitive Emergence Event (CEE) reports. Operators of covered platforms must report any confirmed CEE to the OCA within thirty days. The Protocol mandates a formal implementation review no later than 2153.
Under its 2151 Charter-era certification practice, the OCA certifies compact cores as Article 4.2 specialized-function hardware — the path Neuromorphic Foundries’ Grounded line used in 2158, with CEE screening at intervals not exceeding eighteen months and removal from service pending assessment in the event of a confirmed emergence event.
In April 2190 the OCA issued Order OCA-2190-0042 in respect of a child-sized platform seized at Meridian Forge: it found the platform an embodied general-cognitive entity constructed to replicate a deceased natural person under Article 2.2, declined Article 3 confirmation, held it outside Article 4, and remanded it to the OCA’s custody at Dome 4 for disposition. The order also found concealment under Article 5. It is the subject of the Petrescu petition (LIC-2190-0311), which argues that neither Article 2 nor Article 3 authorizes destruction and that the platform is a task instance rather than an emergent person; on 20 May 2190 the Authority’s Court of First Instance at Pobeda assumed jurisdiction over the platform’s status, and the Luna proceeding is held in abeyance. The platform’s status remains undetermined.
The 2195 Citizen’s Guide describes the OCA as the office that confirms cognitive emergence under the 2151 Charter and decides when a platform in an employer’s service is suspected of emergence.
