UN Office for Lunar Affairs (UNOLA) — the UN’s lunar administrative body, seated at Guanghan under the 2055 Shackleton Framework Agreement. Its mandate was formally extended beyond the Moon in 2065, after the Pobeda landing, and it held civil authority on Mars under the 2078 joint administration agreement that left Moscow the Deimos shipyard, the reactor programme, and the Pathfinder Fleet. It operated the cislunar relay network; in 2101, Article IV of the Charter of 2101 dissolved UNOLA as an independent body and reconstituted its functions under direct UN authority. Its settlement-infrastructure remit passed to the UN Office for Colonial Development, and its cislunar network section moved to the new UN Relay Directorate, as described by former UNOLA relay engineer Mirela Constantin in How the UN Relay Works Across the Solar System (2102).
